Outcome Evaluation of the Refugee Livelihoods Development Impact Bond

Mindset conducted the outcome evaluation for the Refugee Livelihoods Development Impact Bond (DIB) program, supported by the IKEA Foundation and implemented by the Near East Foundation (NEF). This three-year program aimed to enhance the economic empowerment of vulnerable Jordanians and refugees by focusing on microenterprise creation, resilience-building, and skill development. The program included life and business skills training, cash grants to finance microenterprises, and ongoing support for these enterprises. It was implemented across five Siraj centers in Jordan, with cohorts starting in February 2022, January 2023, and April 2024.

To evaluate the program’s effectiveness, the IKEA Foundation hired Mathematica to conduct an independent evaluation throughout its three-year duration. As its local partner, Mindset collaborated with Mathematica to handle essential data collection through surveys, ensuring the accurate assessment of the program's impact on beneficiaries. Mindset’s role included administering multiple rounds of surveys to gather insights into the program's outcomes, helping measure its success in improving the economic empowerment and livelihoods of vulnerable communities in Jordan.

Hence, Mindset was responsible for collecting three rounds of the Income-Generating Activity (IGA) validation survey from program beneficiaries, in addition to one round of a household survey from beneficiaries two years after they participated in the program, along with a comparison group of new beneficiaries entering the program. Mindset conducted field activities in five project locations: Amman, Zarqa, Russeifa, Aydoun, and Kufrsoum. The evaluation targeted three cohorts of 600 beneficiaries, providing valuable insights into the program's effectiveness in empowering individuals economically and improving their livelihoods.
