Mindset partnered with USAID Monitoring, Evaluation, and Learning Activity (MELA) to conduct the Mid-term Evaluation of the Local Health System Sustainability (LHSS) Activity in Jordan. The LHSS activity, a $27 million, five-year initiative, supports the Ministry of Health (MOH) in establishing a national Continuing Professional Development (CPD) system for healthcare professionals (HCPs). This initiative forms a key component of USAID’s broader strategy to strengthen Human Resources for Health (HRH), which aligns with the World Health Organization’s Health Systems Strengthening framework.
For this evaluation, Mindset led the qualitative data collection process, assessing the implementation and identifying areas for improvement. This included conducting 43 key-informant interviews (KIIs) and eight small-group interviews (GIs) with stakeholders such as MOH staff, healthcare professionals, and program beneficiaries. The evaluation aimed to identify lessons learned, gaps, and opportunities within the CPD system and the wider health system in Jordan.
Once the data collection and analysis were complete, Mindset presented the initial findings in validation sessions with both the MOH and LHSS staff. In collaboration with the LHSS team, we co-created a post-evaluation action plan. Finally, Mindset contributed to producing a final evaluation report that included key findings and recommendations to support the future development of USAID’s Health Systems Strengthening Program in Jordan.
