Impact Evaluation of the Kindergarten Teacher Professional Diploma in Palestine (Baseline study)

The Improving Early Childhood Development in the West Bank and Gaza Project, financed by the World Bank, aims to improve the coverage and quality of targeted early childhood development services for children from gestation until age 5. Under this project, the Palestinian Ministry of Education plans to enhance the quality of kindergarten services. A core activity in this endeavor is the development and roll-out of a Kindergarten Teacher Professional Diploma. The diploma is a comprehensive, one-year in-service professional development program targeting private kindergarten teachers who lack formal training in early childhood education.

The Ministry decided to implement a baseline study to evaluate the impact of the diploma on teaching practices and children’s development outcomes. Mindset was contracted to manage all aspects of the baseline data collection processes, including fieldwork management (recruitment and training of enumerators). Our team is also conducting kindergarten teacher surveys, child direct assessments, parent surveys, and classroom observations.
